Suggestions on how to encourage new growth, bloom, health, and shape the plant?

See images at "Found Roses Photos" - Tennessee Valley. This is an old rose in Tennessee Valley, Marin Co, CA (N of San Francisco). It is growing vigorously now. Appears to have been dormant. Now grasses cleared and another old rose that was beside it removed.
